Défis majeurs pour l'économie et la société française : chômage d'un actif sur huit, records historiques des déficits publics et sociaux. L'ouverture des frontières et la dérégulation financière renforcent le rôle du marché. L'économie est-elle de ce fait devenue instable ? Quel rôle pour les finances publiques ? Quels mécanismes mettre en place pour réduire les fluctuations de la croissance et de l'emploi ? A ces risques d'instabilité s'ajoute la perspective d'une croissance insuffisante pour réduire significativement le sous-emploi. Cette situation, génératrice d'exclusion, exige une protection sociale plus efficace dont les finalités seraient clarifiées. Mais comment faire pour que son financement ne pèse pas excessivement sur le coût du travail et donc sur l'emploi ?
